SOFT PLASTICS HAULAGE · CARDIFF
Connecting collection
sites with soft
plastics recyclers.
We are developing a specialist haulage business to move soft plastics from waste and recycling centres to suitable recycling facilities.

Why EcoHaul
The transport link
is our starting point.
Collecting soft plastics and getting them recycled are different parts of the same job. EcoHaul is being set up to connect them.
Our proposed role is specific: arrange transport from a waste or recycling centre to a facility that has agreed to accept the material. We would provide the haulage link; the receiving facility would carry out the recycling.
Before designing that service, we need to understand the collection sites, material types, volumes and available destinations. Our initial focus is Cardiff, working towards an offer that can be assessed by councils, waste operators and recycling partners.
The scale of demand, current transport arrangements and any gaps in provision still need to be established with potential customers. We are not claiming a verified Cardiff service shortfall or a Council commission.
Proposed service
What a collection
would involve.
The proposed process starts with the material and ends with a documented handover. Each step needs to be agreed before work begins.
Check the load
Identify the plastic types, format, contamination limits and expected volume. Confirm that the proposed recycler can accept the material.
Arrange the transport
Agree site access, loading arrangements and collection windows. Establish suitable vehicle capacity, load security and a plan for disruption.
Record the handover
Keep transfer documentation and reconcile collection and destination records. Identify rejected material separately from accepted loads.
Delivery to a recycling facility is not, on its own, proof that material has been recycled. Any recycling outcome would need evidence from the processor.
Collection requirements
Start with the details.
These are the questions that shape a practical transport plan.
- The material
- Plastic types, baled or loose format, contamination and storage conditions.
- The quantity
- Typical load size, expected frequency and seasonal changes.
- The collection site
- Location, access restrictions, loading equipment and available time slots.
- The destination
- Receiving facility, acceptance criteria, delivery windows and rejection procedure.
- The records
- Waste classification, transfer documentation, weights and reporting requirements.
Working with councils
A service that can
be properly assessed.
For a local authority, the offer needs to be more than a vehicle and a price.
Our service planning considers continuity, duty of care, transport emissions and the people doing the work. These will need to be supported by operating arrangements and evidence as the business develops.
Our Cardiff focus
Cardiff’s published procurement priorities include reducing supply-chain emissions, fair work and community benefits. We will use these to inform the proposed service, with commitments based on what we can resource and deliver.

From proposal
to an operating service.
This is the sequence we propose to follow. Dates will be set once the scope, resources and approvals are understood. No stage is presented as complete.
- 01 / DEFINE
Understand the requirement
Discuss material, volumes, sites and destinations with potential customers and recyclers. Establish whether the need is haulage alone or a combined service.
Milestone: a documented service brief - 02 / ESTABLISH
Set up the business
Confirm the legal entity and financial plan. Establish the applicable registrations, operator licensing, insurance and transport-management arrangements.
Milestone: operating prerequisites evidenced - 03 / ARRANGE
Secure delivery capacity
Agree suitable transport resources and receiving-facility acceptance. Prepare safe-working procedures, pricing and cover for disruption.
Milestone: resourced delivery arrangements - 04 / VALIDATE
Trial and review
Plan a trial movement once the necessary arrangements are in place. Review loading, timings, records, acceptance and costs before offering a regular service.
Milestone: reviewed trial and readiness decision
Trading and collection bookings would begin only when the necessary operating arrangements are in place.
Partner discussions
Help shape the service.
We want to understand the requirements of organisations holding soft plastics and facilities able to accept them.
Councils & waste operatorsCollection locations, material specifications, anticipated volumes and procurement routes.
Recycling facilitiesAccepted materials, contamination limits, capacity, delivery arrangements and outcome records.
Transport partnersVehicle suitability, operating coverage, capacity and the terms of a potential delivery arrangement.
